Try to adapt the measurement and control cycles. If you are measuring to often and/or provide bursts of water for too many seconds, the soil moisture value will overshoot because it takes some time for the water to disperse in the pot. This leads to a latency which makes the system prone to overshooting and oscillating. Try to find the right values to make the system stable and the plant happy. Taking the temperature reading into account may help. Or not?
